This NC Law Enforcement Bully bill will make NC citizens criminals if they possess Industrial Hemp. Federal law allows US Citizens to possess Industrial Hemp. Therefore the “Doctrine of Preemption based on the Supremacy Clause” seems to be helpful for the NC citizens that are currently being targeted if this bill is carved into law.
